The Ocean Gives Us So Much, But Will It Always Be There?

For thousands of years, the ocean has played a vital role in human civilization. From the seafood we eat to the shipping routes that connect countries around the world, nearly every aspect of modern life is linked to the ocean in one way or another. For coastal communities, the ocean is more than a source of food and income; it is deeply woven into local cultures, livelihoods, and everyday life.

Beyond providing food, the ocean supplies a wide range of natural resources that support countless industries. Seaweed, for example, is used in food products and cosmetics, while marine organisms contain natural compounds with promising applications in medicine and pharmaceuticals. Coastal landscapes, coral reefs, and other marine ecosystems also drive tourism, creating economic opportunities for millions of people worldwide.

According to the World Bank (2017) and the United Nations Department of Economic and Social Affairs (UN DESA), the Blue Economy promotes the sustainable use of ocean resources for economic growth, improved livelihoods, and job creation while preserving the health of marine ecosystems (World Bank & UN DESA, 2017, p. 6).

The ocean also plays a critical role in regulating Earth’s climate. It has absorbed more than 90% of the excess heat generated by global warming and approximately 20-30% of the carbon dioxide (CO₂) released by human activities, helping to slow the pace of climate change (NOAA Climate.gov, 2025). This makes the ocean one of the planet’s most important life-support systems.

Yet these benefits do not mean that the ocean’s resources are limitless. Overfishing, marine pollution, habitat degradation, and climate change are placing increasing pressure on marine ecosystems around the world. As ocean health declines, so does its ability to provide food, livelihoods, coastal protection, and other essential benefits that millions of people depend on.

As marine ecosystems continue to degrade, their productivity declines, putting the many benefits they provide at risk. This raises an important question: Can we continue to benefit from the ocean while protecting the ecosystems that sustain it? The search for an answer has led to the emergence of the Blue Economy; this approach seeks to balance economic development with the long-term health and sustainability of ocean ecosystems.

What Is the Blue Economy?

The Blue Economy is an approach that promotes the sustainable use of ocean resources to generate economic benefit while maintaining the health of marine ecosystems. It is built on the understanding that the ocean is not merely a resource to be exploited, but a living ecosystem that must be managed responsibly to remain productive and continue supporting life for generations to come.

According to the World Bank, the Blue Economy is defined as “the sustainable use of ocean resources for economic growth, improved livelihoods and jobs while preserving the health of ocean ecosystems.” This definition highlights that the Blue Economy is not simply about utilizing ocean resources; it is equally about managing them to balance economic development with environmental sustainability.

Over time, the concept of the Blue Economy has evolved beyond economic growth alone to embrace social and environmental dimensions of ocean governance. The World Bank and the United Nations Department of Economic and Social Affairs (UN DESA) explain that the Blue Economy seeks to promote economic growth, improve livelihoods, and safeguard environmental sustainability simultaneously. This approach emerged in response to growing pressures on marine ecosystems caused by resource exploitation, pollution, and climate change (World Bank & UN DESA, 2017, pp. 1–2).

Today, the Blue Economy has become a key principle guiding international policies and initiatives related to ocean sustainability. Organizations such as the Organisation for Economic Co-operation and Development (OECD) emphasize the ocean’s contribution to economic development and innovation; at the same time, the Food and Agriculture Organization of the United Nations (FAO) focuses on sustainable fisheries and aquaculture. The United Nations Environment Programme (UNEP) highlights healthy marine ecosystems as the foundation of sustainable development, and UNESCO, through its Ocean Literacy initiative, promotes greater public understanding of the ocean’s importance to people and the planet. Although each organization has its own area of focus, they all share a common commitment to ensuring that ocean resources are managed sustainably in support of long-term development.

The Blue Economy therefore does not mean limiting economic activities at sea or preventing the use of marine resources. Instead, it encourages all ocean-based industries to operate responsibly, efficiently, and sustainably so that marine resources can continue to support economic growth, create jobs, and improve livelihoods, particularly for coastal and island communities. At the same time, it seeks to protect the health of marine ecosystems, ensuring that future generations can continue to benefit from the many services the ocean provides (World Bank & UN DESA, 2017, p. 2).

How Is the Blue Economy Put into Practice?

The Blue Economy is more than just a concept; it is an approach that is being applied across a wide range of sectors that depend on marine and coastal resources. According to the OECD, the Blue Economy encompasses diverse ocean-based activities, including fisheries and aquaculture, marine tourism, renewable ocean energy, and emerging ocean industries. Although these sectors differ in their activities, they share a common goal: creating economic value while maintaining healthy marine ecosystems so that ocean resources can continue to support people and nature for generations to come.

In practice, the Blue Economy can be implemented through a variety of sustainable activities.

1.Sustainable Fisheries

Fisheries are one of the most important sectors within the Blue Economy, providing food security while supporting the livelihoods of millions of coastal communities worldwide. However, fish stocks cannot remain productive if they are exploited beyond sustainable limits. Overfishing, destructive fishing practices, and illegal, Unreported and Unregulated (IUU) Fishing all threaten the long-term sustainability of fish populations and the balance of marine ecosystems.

Through its Blue Transformation initiative, the FAO promotes effective fisheries management, sustainable aquaculture development, and more efficient and transparent fisheries value chains. This approach aims to safeguard aquatic resources while strengthening food security and improving the well-being of communities that depend on fisheries.

As a result, fisheries management is no longer focused solely on increasing catches. Instead, it seeks to ensure that fish stocks remain healthy and productive, enabling them to continue supporting food security, coastal livelihoods, and local economies over the long term.

2.Seaweed Farming

Seaweed farming is one of the fastest-growing examples of the Blue Economy, particularly in coastal nations such as Indonesia. Beyond providing income for coastal communities, seaweed serves as a valuable raw material for a wide range of products, including food, cosmetics, pharmaceuticals, animal feed, and biomaterials.

According to Sultana et al. (2023), seaweed farming has significant potential to support sustainable development by providing nutritious food, creating economic opportunities for coastal communities, and supplying bioactive compounds for the food, health, and cosmetic industries. In addition, expanding seaweed cultivation can contribute to climate change mitigation and adaptation while promoting social inclusion, particularly by strengthening the role of women throughout the seaweed value chain.

These multiple benefits make seaweed farming a strong example of how economic development can go hand in hand with marine conservation, reflecting the Blue Economy’s core principle of balancing economic growth, social well-being, and environmental sustainability.

3.Marine Ecotourism

The beauty of beaches, coral reefs, seagrass meadows, and mangrove forests has made coastal areas valuable tourism destinations around the world. However, without proper management, tourism activities can also place increasing pressure on fragile marine ecosystems.

UNEP emphasizes that a Sustainable Blue Economy should deliver social and economic benefits while protecting, restoring, and maintaining healthy marine and coastal ecosystems. This principle provides an important foundation for developing marine ecotourism that supports both local livelihoods and environmental conservation.

In practice, this approach can be applied to a wide range of marine ecotourism activities, including snorkeling, scuba diving, mangrove tours, and wildlife watching. To remain sustainable, these activities should be managed according to environmental carrying capacity while actively involving local communities in planning and management.

When implemented responsibly, marine tourism becomes more than a source of income; it can also strengthen conservation efforts and increase public awareness of the importance of protecting marine ecosystems.

4.Mangrove Restoration

The Blue Economy is not only about utilizing marine resources but also about protecting and restoring ecosystems that have already been degraded. Mangrove restoration is one of the clearest examples of this approach.

Through its PROBLUE program, the World Bank identifies Seascape management as one of the key pillars of the Blue Economy. This includes strengthening integrated coastal management, promoting nature-based solutions, advancing blue carbon initiatives, and restoring ecosystems such as mangrove forests to enhance coastal resilience while supporting sustainable economic development.

Beyond reducing coastal erosion and increasing resilience to climate change, healthy mangrove ecosystems provide habitat for marine species, support fisheries productivity, and sustain the livelihoods of coastal communities that depend on these ecosystems.

5.Ocean Renewable Energy

In addition to living marine resources, the ocean also offers enormous potential as a source of renewable energy through waves, tidal currents, ocean currents, and offshore wind. Within the World Bank’s PROBLUE framework, offshore renewable energy is recognized as one of the key ocean sectors that can support sustainable economic development as part of the Blue Economy. Alongside sectors such as tourism and maritime transport, its development can contribute to economic growth while promoting the sustainable management of marine resources.

 

These examples illustrate how the Blue Economy can be applied across diverse ocean-based sectors. While each sector operates differently, they all share the same objective: generating economic value without compromising the health of marine ecosystems. Rather than viewing economic development and conservation as competing priorities, the Blue Economy recognizes them as complementary goals that support the long-term sustainability of our oceans.

The Blue Economy is not only relevant on a global scale but is also particularly significant for Indonesia as the world’s largest archipelagic nation. With abundant marine resources, including fisheries, seaweed farming, extensive mangrove ecosystems, and considerable ocean renewable energy potential, Indonesia is well positioned to embrace the Blue Economy as a pathway toward sustainable marine development. By balancing economic growth with ecosystem conservation, this approach can improve the well-being of coastal communities while safeguarding the country’s marine resources for future generations.

Why Is the Blue Economy Important?

The importance of the Blue Economy continues to grow as the world faces increasing challenges in managing marine resources sustainably. Population growth, rising demand for food, climate change, marine pollution, and the overexploitation of ocean resources are placing unprecedented pressure on coastal and marine ecosystems. Without sustainable management, the ocean’s ability to provide food, absorb carbon, protect coastlines, and support millions of livelihoods will continue to decline.

This is where the Blue Economy offers a way forward. Rather than viewing economic development and environmental protection as competing priorities, it promotes a more responsible and balanced approach to using marine resources. Its goal is not only to safeguard the health of ocean ecosystems but also to ensure that the economic benefits they provide can continue to support communities, businesses, and future generations.

Ultimately, the future of our oceans depends on the choices we make today. The ocean has sustained humanity for centuries by providing food, livelihoods, trade routes, and essential climate regulation. Yet these benefits can only continue if marine ecosystems remain healthy and resilient. The Blue Economy reminds us that economic development and ocean conservation are not opposing goals-they are mutually reinforcing. By using ocean resources wisely today, we help ensure that future generations will continue to benefit from the many services and opportunities that healthy oceans provide.

The future of the ocean will not be determined solely by the abundance of its resources, but by how responsibly we choose to use them.
